The following countries have dropped the code test: the UK, Switzerland,
Belgium, Germany, Norway, the Netherlands, Ireland, Singapore, Luxembourg,
Papua New Guinea, Denmark and Hong Kong. In addition, Sweden, France,
Austria and New Zealand have anoounced that they will drop the code test
shortly.

I guess that really cooks it . . the rest obviously being no-counters
