Please explain "NIB"
 
Does this mean a unit is being sold BRAND NEW in the box and never used, or
was used, then placed in original box and called NEW? I guess I don't
understand....

It is suspose to mean brand new, never opened just as you would go to the
store and buy one.
If buying it off ebay, it could mean almost anything :-)

I purchased two radios off ebay that were listed NIB (New in Box) and both
came exactly as advertised. One was a Citizens Band Base and another a
Bearcat both out of production for at least fifteen years. If you have
questions ask the seller.

eBay. It's the sellers you have to be careful about. Use some common
sense. Check feedback stats. Weigh your need for an item with the expected
cost multiplied by the risk of a "bad" seller and make your choice.

AND don't be in a hurry .. if you don't win this item, they'll be another,
and another.
