I plan to buy my brother (who lives in Austin, TX) a scanner for Xmas.
Does anyone know whether trunk-tracking and APCO-25 are needed for law
enforcement/fire/EMS scanning in Austin. I found frequency info on
the web (http://members.tripod.com/octane_plus) but I don't know how
old this info is. I seem to remember a passing reference that Austin
went digital.

yes austin is apco-25 9600 baud CQPSK digital.
the only scanner that is available to scan this is the uniden 296(portable)
or 796 (base).
