A Heathkit CanTenna would be ideal for that setup.

In case you missed the subtlety, this NG is for licensed radio
amateurs, not CB'ers with illegally modified rigs and/or amplifiers.

Illegal in the USA!!!

Buy a legal Cobra and live on 11 meters at 15 Watts PEP [the legal USA limit].
You may be making a public confession of illegal activity!!

An eight and 1/2 feet long SS whip is the BEST mobile 11 meter antenna.

Thanks Guys I understand where you are all coming from. What I did not
say was that this is going to be used outside the US on a trip I am
taking and wanted to secure my own two way communications while on the
road with my partners.
Thanks

I can think of a couple of solutions to your problem but as a personal
favour to you I will not do anything to help you break the law and from
what I have seen so far no one else on the group wants to see you do
something that you might regret if you ever get caught.

The US isn't they only country with similar rules, I doubt that there is
any country that would allow what you propose.

You are CORRECT!!

But, Mr. Hollingsworth ignores that too. Along with everything else on 11 meters.
