Default Universal antenna for small gardens, defeating zonal / planning permissions?

Get one of the 20ft ally poles used by TV aerial installers,
and attach to the top a TV antenna (but not connected to
anything, but make sure pointing in an appropriate direction).

Put the base of the pole into one of those plastic bases sold for
the purpose of Xmas trees, thereby insulating its base, and use insulating
guys.

With a number of radials and suitable loading coils (or loading
capacitors for bands with 1/4 wavelength less than 20ft)
then Robert is avuncular!
