Maybe. Socialism has to do with ownership, fascism has to do with
control. Obviously there can be some overlap.

A quote from dictionary.com:

"Fascism:

A system of government marked by centralization of authority under a
dictator, stringent socioeconomic controls, suppression of the
opposition through terror and censorship, and typically a policy of
belligerent nationalism and racism."

Sounds like a Homeowners Association to me. :-)

They: the Homeowners Association
signing statement: a Fascist rewriting of a contract already entered
into.

I can anticipate a "no" in response to my question, and as such the
Homeowners Association ceases to qualify for the current state of the
Fascist art.

Of course they aren't fascists. What they are is meddlesome groups who
find great joy in uniformity and exercising control over a group.

The original intent of such groups was keeping Bubba from parking his
'68 Marlin on blocks in the front yard, or using a toilet as a flower
planter.

What they have evolved into is a way for nosy people to squawk about
anything they don't like and now since somebody somewhere doesn't like
everything about anything, you have to get the paint color of your crown
molding approved, and can't hang clothes on a wash line in the back
yard. You can't plant a veggie garden and the plants you can plant are
from an acceptable list.

And yet There is nothing evil in such matters. It's a free country, and
if some people feel more comfy by giving up some of that freedom so that
they can get 5 grand more when they sell the place and move into the
nursing home - and give the money to said home, then let 'em have at it.
There isn't any law against stupid.

Sounds like we've discovered the last of the proto-neocon republicans
in their natural preserve for endangered species. Amusing to
contemplate that they share the same future prospects as the Spotted
Owl - courtesy of the social engineering bulldozers coming out of the
beltway. ;-)
