More TS-520 issues

The TS-520 That I have been working on seems to only have output if the
heater is on. I was under the impression that once the tubes were heated
up that I could turn the heater switch off. If I do that then my transmit
power gradually decreases until there is practically no output. I am in AZ
and it is warm enough here that The ambient air shouldnt be cool g them
that much. Is this an indication that the tubes need to be replaced?
