Russian Tube/Parts Source Legit?

Has anyone had any experience dealing with Gaziz Mansurov, YL2QM who has an
advert for Russian tubes and amplifier (listed at DXZONE.COM) parts
available from Latvia? The prices seem very cheep in comparison for the
same items available from a UK vender of the same type.
