Just bought a Mackay Marine 3031a. Nice commercial-grade radio. Everything
works, but I have one question. The signal meter worked at first, but after
about 30 mins or so it became inoperable, resting at the far right of the meter
glass. Has anyone experienced something like this? Is it an intermittant
problem with the meter? Any suggestions on how I could check this?

Look for bad electrolytic caps near the meter circuit.

I worked on several of those, no tubes, no wax capacitors.
May be the zero adjustment pot, I seen them oxidize with salt crystals,
patina and behave REAL weird.
Place adrop of Cramalon D-5 on it and "rock" the wiper and re-zero (set
warm)
Check the 5 volt regulator area

If that doesn't work you will need to pick up the schematic and a can of
"freeze it"
