Default LMR HT/ EEPROM identification

I recently acquired 2 HT's from an army surplus store and I am at a loss
finding information on how to re-program them for 2 meters.

I'm posting to see if I can jog anyone's memory on these old radios for
scraps of information.

The HT's are made by Canadian Marconi Company, model DP-2071 which have a
frequency range of 136-174 MHz and 5 watts output. The EEPROM inside is a
MCM 2802 device, 14 pin.

So far the information I have come up with is that the EEPROM is a 32x32 bit
device.
