You have the same options that the other SW broadcasters in the US have,
namely questionable religion and right wing paranoids willing to buy time.
I suggest checking out WWCR as an example.

3. Who would the primary customer base be?


Probably people who respond to either of the two formats above, but if I had
to bet about programming in Spanish, I'ld bet on evangelicals targeting
that market most of all.
