The eastern states generally gave up their claims to land west of the Appalachian mountains. Virginia, however, retained the Ohio River, and gave that claim to the Federal Government. It then went to the state of Kentucky. I believe that technically Kentucky has all of the river right on to the Mississippi. West Virginia owns the whole river from Kentucky to Pennsylvania, for what it's worth.
