The sunspots responsible for this have rotated off the visible face

Florida to Maryland sounds more like an E hop than F layer
propogation. E layer propogation does not necessarily require heavy
sunspot activity. 10/11/12 meter E layer propogation is relatively
prevelent at local noontime.

Sporadic E does not even require sunspot activity.

Maryland to Texas is a pipeline. Florida is the wrong direction for
the prevailing skip here.
