I think it is a good idea. Distracted drivers can be as equally
dangerous as drunk drivers. It does not matter whether the distraction
comes from a cellular telephone of a CB or even a 2 meter ham rig.

automobile accidents is drivers looking at another automobile accident
as they drive past it.

Cell phones are way down the list of causes.

That is a distracted driver. Also I am irritaded by these idiots also.
While cell phones, CB radios, ham radios and such are not major
factors for acidents, they do increase the amount of distractions that
now plague drivers today. Couple that with the increased number of
vehicles on the roads today, the need for the driver to pay attention
to the road and conditions is far more critical than was 30 yrs ago.

Rubbernecking is a distraction that is almost hard to control. But
other distractions/impairments need to be controlled.
