Rain may have something to do with improving receiving conditions somewhat, and I say may, but it has absolutely nothing to do with the propagation conditions that cause skip. The skip is either there or it isn't and rain isn't going to have anything to do with it. Read up on rain scatter. Applies to VHF and UHF, nothing to do with skip at HF.
