That's a good reason to believe your antenna is bad
try using a know 'good' antenna - borrow one for a minute and test again

You should be able to get below "2" on channel 19 if your antenna is
properly grounded. What is your ratio on channels 1 and 40?

Hmm.. Sounds like you still have a way to go.
Is this an unusual antenna?
2-1 is still a bit high.

Make sure you don't have anything under the base of the antenna. Some people
try to put a towel or something under it to protect the paint. It won't
work.
