Horizontal radials work simply as a ground plane/counterpoise while radials
that are angled down and out at a 45 degree angle combine the benefits of a counterpoise with a impedance matching network to lower the input impedance of the antenna to a more friendly 50~ output impedance of the transmission line......P.S.
