Not too dificult to figure out if New Orleans is hurting for funds for its'
government. Rochester, NY, is also hurting yet funds keep disappearing. We
lost funding for school nurses. The NYS head of education a few years ago
(when a lawsuit was being lost by New York for counting NYC students as only
0.7 student in figuring state aid) stated that the NY constitution
guaranteed a sound, basic education. He stated that an *eighth* grade
education was sufficient!

Of course, the courts didn't agree with that accessment. So more funding
went down to NYC and less to Rochester and other cities upstate that have
bleed decent jobs for several years. So, the City of Rochester lost
funding. They lost help for the school nurses from the county a year ago.
Many schools were in poor condition and a number of them were closed this
year. Meanwhile, a much wealthier suburban school district (which also
receives state aid) supplied all its' eighth-grade students with their very
own lap-top computer last year! They deserved it, however, as their parents
make a lot of money (it is a "new money" suburb).

I suspect that along with the tax cuts to the wealthy came severe cuts to
education and other aid to states and especially cities with problems. This
has been handled with cuts in police, fire, and other services. To blame
the cities for undermanned police and other departments misses the larger
picture. The cities have a limited (and dwindling) propery value upon which
they can tax. Rochester, years ago, started charging residents for street
lighting (not deductable on Federal tax any more as it is a service, no
longer a property tax. Thank you, Repooblicans, for exacerbating a
problem). Sidewalk plowing, road plowing. They used to be part of the
property tax, but were sued by a rental property owner as Rochester was
exceeding the NYS limit on taxes a city can charge. Was it 3%? So, they
charged the same, but changed the number. Now, they break out snowplowing,
sidewalk plowing, street lighting, etc. You pay the same, but the tax was
lowered. Go figure. Washington loves it as you cannot write it off
anymore.

A $6.00 per hour job here nets $39.00 (out of a gross of $48.00) per day.
Deductions include federal income tax, state income tax, social insecurity
tax, medicare tax, and NYS unemployment tax. None of these are likely
deductible on the federal tax by anyone working for those rediculous wages.
Now I see $9.00 missing in various "taxes". Darn near 20%. Yet, what is
it, 15% should be the top capital gains tax?

If you make $80,000 per year, the numbers get worse. State tax is over 7%,
the feds .... social insecurity ... medicare .... OUCH!

If you make $20,000,000 per year, you are likely paying less
(percentage-wise) than those folks. Yet, apparently, they are paying too
much.

Meanwhile, at the bottom of the pile ..... those $5.15 per hour jobs (and
even $7.00 per hour jobs) .... are concentrated in inner-city. There is no
money there. Where are the cities to raise money from? Property values
(except in certain outlying areas of the city) are going down every year.

Aid to the cities? Are you nuts? The millionaires have earned it and
deserve to keep every penny.

And then blame the cities for not having enough police, fire, schools, ....
and the list goes on.
