Is there a program like agwpe that will run on Linux?

No, it isn't necessary since the Linux kernel supports AX.25. See

Don't you have to recompile the kernel with the AX.25 libraries though?
I'm trying to avoid that for now because I'm running Kanotix from a CD.

There are precompiled kernels available with AX.25 support built in (as
modules) if you install Linux on your hard drive (Libranet and Ubuntu,
for example). I think a few of the live-CDs, such as (I think)
AFU-KNOPPIX, Harv's Hamshack Hack, etc., have AX.25 capabilities as
well. You should be able to locate these with Google.
