This is why we build independent, all ham radio packet network. You cannot "back up" a network that you are dependent upon in order to communicate. That would be like having a special phone number to dial if the phones go dead. ( Duh! ) In the event of an emergency involving the Internet, we will find that alternate, functional digital communications *at any baud rate* will be immensely valuable, wherever it exists. What is important is that the independent amateur packet radio infrastructure (network) be in place and functioning, ready to serve when needed. If you do not have a packet network in your area, consider getting together with other hams in your area to start putting one together. Shoot for functionality first, as a functional 1200 baud system is vastly superior to a planned-for high-speed system that gets discussed and argued about, but never built or used. Modest networks can be upgraded and improved, and are basically useful from day one. That's the best way to start off, and get the maximum number of local hams involved.
