they should be able to direct you to the right folks. If he's an american
citizen, he may be able to work thru the ARRL and see if there is a reciprocal
licensing agreement....I take it by your comments that he is a native of
Venezuela, tho. Might be difficult with the current political situation in
Venezuela, tho. Heh...I was there for the riots in '89....fun.
