The most recent addition to the DXCC List was Saint Barthelemy - on December
14, 2007

I -think it's "no."

A clumsy and possibly unreliable way to find out is to look at the list
at http://www.arrl.org/w1aw-bulletins-archive-dx.

Most of the entries simply say "DX news", but the Dec 12, 2007 entry for
Bulletin 52 says "New DXCC entity", announcing St. Barthelemy. It's the
most recent bulletin with such a label.

Bulletin 31 from July 24, 2006 announces "Swain's Island" and Bulletin
26 from June 29, 2006 announces "Montenegro."
