The very first amateur radio callsign in Azerbaijan "RA29" was issued
in Goygol (formerly known as Helenendorf) 85 years ago. The special
event stations 4J29RA and 4K29RA are celebrating this event.

Arnaud,F4FOO, will appear as 5V7MA in SSB on 20m and 10m during his
spare time from Dec 19 until Jan 4. He will use a TS-450S, an IC-706

Andy,AB7FS (E51AND, ZK1AND and ZK2AND), will be QRV in holiday style
signing E51AND from Arorangi Beach on Rarotonga (OC-013) from Dec 19-31
He makes slow CW with a hand key on 14050 kHz +/- QRM and you can find
him also in the ANZA net (14183 kHz on 0515 UTC).
He writes: "I am not a DXer, rather a ragchewer - so please be patient
with my operating style. I am on the air to have fun, more than working
a maximum number of contacts in a short period of time." Being a member
of the Straight Key Century Club (SKCC #7723) he is also interested in

Jeff,K8ND, is going to visit Curacao (SA-099, WLOTA LH-0942) for the
19th time to activate PJ2T from "Signal Point" from Dec 14-20.
He will take part in the Stew Perry 160m Contest and wants to surpass
the score of Jerry,PJ2/WB9Z, from 2005 (5059 points/385 QSOs/229 Grids)

SA-036, Aruba, P4: Randy,P43W, president of the Aruba Radio Club, writes
that the clubstation P41HQ is active from Dec 9-31 to promote a modern
amateur radio law. The P4 license is not valid even in The Netherlands
and there was no amateur radio exam in the past ten years.
HAM radio is very important in this country threatened by hurricanes.

DXCC Desk clarifies Russian prefixes which count for European Russia
--------------------------------------------------------------------
For the purposes of the DXCC and WAC awards, the following Russian prefixes
count as European Russia:
Any call with the prefixes R, RA-RZ and the numbers 1/2/3/4/5/6/7
Any call with the prefixes U, UA-UI and the numbers 1/2/3/4/5/6/7
Exception:
Prefixes R, RA-RZ, U, UA-UI with the number 2 and suffixes beginning with
F or K, count as Kaliningrad. Also, some legacy calls such as UA2CZ are in
Kaliningrad.
From Dec 1, 2011 forward, any QSO (with any date) with stations using the
following prefixes, count for European Russia:
Any call with the prefixes R, RA-RZ, U, UA-UI and the numbers 8 and 9,
followed by a suffix beginning with the letters F, G or X (Perm and Komi).
Since Russia joined CEPT, there are stations active with call signs that do
not indicate DXCC entity. These types of portable call signs will be managed
individually in the DXCC system.
Note: The prefix U5 was issued to WWII veterans in the Ukraine.

Maximum power in New Zealand increased
--------------------------------------
Don Wallace,ZL2TLL, writes on the website of the New Zealand amateur radio
clubs NZART that the "Radio Frequency Management" of the Ministry of
Economic Development in New Zealand increased the maximum power allowed
from 500 watts to 1 kW.
The Wireless Institute of Australia (WIA) is negotiating with the Australian
Communications and Media Authority (ACMA) to increase the power in Australia
as well. The club has filed a new petition to ACMA with a copy of the
New Zealand regulations.
