Special Event Station Guidelines

Are there any guidelines for creating a Special Event station? Does it have
to be for a ham radio related activity? How do you get special callsigns?
Where do you announce the event? I belong to a model railroad club. In
2019 we are hosting the National Garden Railway Convention in Portland,
Oregon. There are several hams in our club and the question came up about
having a special event station. Is that kosher? We thought we would like to
use the callsign N7GRC, which currently is...
