Without the ability to outbid the utilities in the ongoing auction of Congressional seats, the ARRL doesn't stand a chance. Look at the low-power FM proceeding, where the technical advice of the Chief Engineer of the FCC was ignored when a member of the House was hired by the NAB to prevent the creation of competition. Look at the relaxation of multiple-ownership regulations for broadcasters, where the Commission publically recognized the greatest amount of public input ever received on a single issue - and then *IGNORED* it when a literal handful of lobbyists disagreed. Probably a far more effective way to fight BPL is to pray it doesn't work.
