This applied to my antenna tuner quest, would a impedance transformer
work?

An antenna tuner (matchbox/transmatch) transforms one impedance to another
via the operator's manipulation of variable capacitors and inductors.

By the strictest definition of the term transformer, the transformation of
impedances occurs via the inductance of coils that are mutually coupled,
plus any stray capacitances in the circuit. The transformer is usually non
adjustable, unless various input/output taps have been included on the coils
througout the primary/secondary/both sides of the transformer.
