Are these requirements considered onerous?

maybe for VEC/VE's that aren't regularly offering examinations.

Public announcements were considered one of the ways to avoid sessions where
ne'er do wells might assist applicants gain a license by opening up the exam
to someone who just could walk in....

maybe for VEC/VE's that aren't regularly offering examinations.

I'm afraid I don't follow you.

At any rate, I'm more curious about the submit or forward time
requirements. VEC/VE's should be accountable for all applications in
their trust, and ten days seems like plenty of time. Are there other
controls in place to prevent pigeonholing applications?
