Keep calling the cops on them, if everyone on the block complains they will
deal with the bums, will take some time.

Letter writing campaign, easy on the pc ! Send certified letter of complaint
to the Poice Chief and Mayor if you have one. Call the TV stations too !

Stay within the laws, there could be someone behind the bums to keep them going,

perhaps to lower YOUR LAND AND PROPERTY VALUES to buy up homes cheap.

I have seen this before up north, they bring in bums to run down the block and
then
snap up the homes and land far less then the going price would have been without
bums
living on the block.

If everyone on the block kicked in a few bucks you could hire a lawyer to deal
with this.

undoubtedly would be illegal, I don't think ADVICE, itself, is.
