YOU DIDN'T MEET THE REQUIREMENTS! Prove it!!! he can't prove anything YOU DIDN'T FILE IN TIME! Waiver can be filed at any time 47 CFR 1.3 and the courts has stated that they must consider waivers even if their not filed during a filing window. right YOU WERE NOT QUALIFIED TO BE A COMMISSION LICENSEE! What's your excuse then steve???
