I say Picard knew Morse code, because of a combined respect for
history, and a desire to communicate in extremis if need be.

Kirk was a no coder, because of, well just because. 8^)

Apparently Kirk did know the Morse code, since he was able to copy the
"SOS" being sent by antique space ship from Earth full of the genetically
enhanced people in suspended animation in "Space Seed."
