For its intended purpose, assigning CB to 11 meters was stupid. Doing away with CB licensing was the second mistake. The FCC didn't have a choice in the second. The Congress ordered the Commission to discontinue CB licensing after the FCC testified that catching unlicensed CB stations was the biggest problem in field enforcement.
