The FCC didn't have a choice in the second. The Congress ordered
the Commission to discontinue CB licensing after the FCC testified
that catching unlicensed CB stations was the biggest problem in
field enforcement. No CB license required, no expenditure on
catching unlicensed CBers, so they thought.
