I've asked you SEVERAL TIMES now to show me JUST ONE example of some situation where ARES was asked to respond to a situation but couldn't due to any of the criteria YOU cited. YOU claimed that "unlicensed devices play a major role" in "emergency comms". I've asked your to substantiate THAT claim with some sort of valid reference, but you;ve balked at that one, too.
