Default what is this ?

Can you post a better picture of the front panel so the designations can be
read? With the 'mic' type co-ax connector at the bottom and the AC outlet, I
would agree that it is likely some sort of test gear, but it could also be a
recording amp or some such needing the eye for level setting.

most likely a 4 input audio PA type amp. Note one control for each input
across. The octal socket would connect to 70v (or then more common 25V)
line type speakers.

The tube line up is typical for PA usage.
