Default Mobile Antennas that pick up everything including low band (33.xx in particular)?

Are there any antennas that anyone just recommends is a "bad ass mofo"
type antenna. I have a portable scanner and I have local fire
frequencies at 33.xx and my scanner seems to hardly like to play them.
I found this

but I can't find more info on it, and at least some reviews.
I have searched Google and Google's Froogle, and that's the only one I
can come up with. How can you tell what antenna is a "bad ass" or just
good? I don't really understand how to know unless I buy it and try it.
