Default General purpose whip for scanner + ham?

I'd like to know if there is a general purpose whip antenna available to
cover scanner frequencies up to 1300mhz that will also provide adequate
servive for 144/440 ham transmission? I realize that I will not be getting
an antenna that is perfectly matched for all frequencies. I will be using a
license plate mount and I'd like as thin an antenna as possible to minimize
wind loading.

Also, I'd be looking for the same in a rubber duck style, 12 inches tops.

Any suggestions? Thanks.

Diamond RH77CA is very good for wide range scanning and dual band xmit.
About 14.75 inches.

How well would a Diamond RH77CA hold up mounted outside of a SUV?

I used an RH77CA mounted on a mag-mount base with a BNC on the roof of my
station wagon for at least half a year. It worked great! The only thing
that happened was that the rubber covering around the antenna's BNC barrel
degraded after some time, but that was easily fixed with some heat shrink
tubing. That part was only cosmetic anyway. The rest of the antenna--the
rubber coating over the antenna element and the plastic housing--held up
just fine. I wouldn't recommend it for long-term use, though.

The antenna I used later was the Lakeview EDB-1 "Economy Magnetic Mount
Dual-Band Antenna" ($17.95). It is solid as a rock, reasonably low profile
and performs very well on the main VHF/UHF action bands. See it at:
http://www.hamstick.com/. You can get a threaded mount version of the same
antenna for $9.95.
