Default Garbled transmissions

I have been listening to Gananoque Police for years and just recently the
tower and cars became unintelligible. I believe it may be voice inversion
as I am not sure they can do half digital/analog? I am also not so sure
they could afford digital in the small town.

Would anyone be willing to listen to it and tell me, or point me to a
inversion program to find out.

The inversion program you might be looking for is in the files section of
the OttawaScan Yahoo Group.

I'm sure you know where that is?
