WinRadio card with IF output?

WinRadio card with IF output?

I was wondering if the old pci winradio card can be modified to take the If
out to feed into the new AOR digital decoder box. I see more and more
agencies are switching to digital. I read that the california department of
Forest will be switching probably next year and My local PD as well.
