Default RS Center-Loaded Whip on VHF Low Band

How well does the antenna perform in the 30-50 Mhz range when FULLY
EXTENDED? How does it compare to other handheld or base antennas?

It'll out perform any other handheld antenna on the VHF-lo band. It
certainly cant perform as well as a well designed discone or a full length
quarter wave whip. But then again your talking about a handheld and not a
base or mobile unit.

How about compared to a 4 ft. CB stainless steel whip?

When base loaded: It's good for 25 - 35 Mhz
When centre loaded: You may cut/adjust the tip to your preferred freqs
When top loaded: It makes a good performer from 27 to 500Mhz
At least it is much more rugged than a teleskopic whip.
A teleskopic antenna has has the advantage that it can be adjusted to
the frequency you want to receive within a very wide range.

I've seen longer telescopic whips like the Maxon WTA-1, which is a 48" CB
whip. I wonder if the center-load on the Radio Shack actually does make up
for it being only 26" when fully extended?

I am using such a telescopic center loaded whip with my handheld
scanner. It actually *does* work from 25Mhz up to above 500Mhz.
But you have to adjust carefully for optimum performance. It detunes
when touching or taking the hand off.
You should know: Length of an antenna much less than 1/10 of the
wavelength *allways* results in dramatic loss of performance. So a
*tuned* 48" antenna has its advantage over a 26" antenna for the desired
frequency range.

I have the WT-1 and the R.S. center loaded whip. It is my opinion that the
Maxon outperforms the R.S. ant considerably in that range...
