I have a Radio Shack bag phone that I bought at a flea market for $5 -
can it be modified?

That would make a GREAT receiver for cell frequencies without mods. What do
you want to modify it for?

OK, it doesn't need to be modified. How can one of these be programmed
to receive cell phone transmissions?
