As far as I know one is entitled to legal representation before the FCC.

The FCC, much like the Social Security system (where one is entitled to legal representation), rely upon Administrative Law Judges to handle various matters
before them.

For that matter, here in Michigan, if one has a dispute with Unemployment Compensation, and if one continues to appeal their case, they'll wind up in a hearing
with an Administrative Law Judge, (where one is also entitled to legal representation).
