ASCAP fees are revenue based. HD broadcasts are treated the same as analog
broadcasts by the composers and authors rights societies, ASCAP, SESAC, BMI
and ASEMLA.

Not so much...

For digital streams they have a minimum based upon potential listenership,
not upon revenue. When the new rates went through, Live365 more than
doubled their fees and reduced the number of 'free' listeners just to be
able to cover the new fees. These same fees apparently apply to
broadcaster's webstreams and to IBOC streams

Does XM satellite radio (available with digital "HD" 5.1 Surround
Sound) pay fees on the same basis?

I was answering a question about HD, not about internet streams. HD is added
on to a terrestrial station's base license, which has a fomula based on
market size, ratings level or tier and revenue potential.
