Commission. The government would have the power to grant licenses to

Do you have any data to support this?

The only federal involvement with the internet I'm aware of is that
special room in San Francisco where they copy all your messages and send
them to the NSA.

US Government "Whats" {Needs} is taxes, Taxes. TAXES !

Shortwave radio enthusiasts have a right to enjoy a newsgroup
which was established for them and is supposed to be dedicated to
shortwave radio information.

And they have a right to do so without wading through all the off
