Google shortwave newsgroup is not moderated why, because they
want freedom of speech and expression to post a good article related
to the topic and accept criticisms on the article posted on the group
and allow also exchanging of views in a certain article. It doesn't
muzzle free speech or express its views.

This isn't true. Google pre-moderates in a number of fashions. It will
not archive posts that contains binary material. It will not carry a
group in its entirety, if it doesn't want to. For example, it doesn't
carry ncf.announce but the pay services do, such as altopia, which
even carries ncf.test. And if a group is already moderated, then
google will respect that, and not archive posts which have been
rejected by the moderator.

Google shortwave newsgroup is
like a mirror of democracy in the public arena on the Internet.
