Default Does UTC observer daylight savings?

I use the IGL database browser and it says the UTC time.
England observes Daylight savings so does UTC reflect this?

Chaning my time clock on my computer to GMT gives me the daylight
saving option. I can check that box and then the clocks dont match.

So might one infer UTC does NOT reflect daylight savings?

Nope. UTC never changes. 12:00 in Greenwich is 12:00 year round.

When I log what I've heard on shortwave, I have two columns in my log: one
for local mean time and one for coordinated universal time. The Seattle area
is on Pacific Daylight Time, so to get local mean time I simply subtract one
hour. For UTC (gmt) I add 8. Of course, if the result is over 24, I subtract
24.

the Dx 394 lets you set a local time and another time zone, so I can swap
back and forth.

Also, a new UTC day begins at all balls Zulu (0000 UTC).

Just to nitpick, UTC does change by a second or two, most every year.
This is because the rotation of the earth is slowing down.

No, UTC does not observe daylight time But you must adjust if you do.

Target "Daylight Time" Active Bias: -01:00 Hours
Target Active Bias: -60 minutes, Standard Bias: 0 minutes

GMT Daylight Time
Bias: -60 minutes
Month: March, Day: 30, Day of Week: Sunday, Hour: 1

GMT Standard Time
Bias: 0 minutes
Month: October, Day: 26, Day of Week: Sunday, Hour: 2

Try out the "Time Zone Browser" in KCal+, which is "QSLware" or in
Beacon-Time Wizard. Browsing the time zones, and observing effects without
changing your system clock, provided by windows is interesting. Also useful
for figuring out current time "elsewhere" in the world.

That is correct, UTC (or GMT) does not change with fall or spring time
changes.
UTC and GMT (both the same) stays the same at all periods of the year,
so that all clocks can be corrordinated. (sorry about the last word,
Google does not have spell checker) :=)
