Ok, after some discussion on a numbers station fourm "Enigma 2000"
some guy in England knows what it was.

Here is what he wrote

"Attention Tom H
The station you hear is Olivea Radio A Maritime station The numbers
are the
channels it broadcasts on "This is Olivea Radio call us on Channels
806,
1220, 1252, 1622,1629, 1640, 2210, 2217, and 2231". "

Darn! I really liked the Cuban Refugee Underground idea :D Oh
well.
I'd still rather know for sure what it is, and now we do.
