Heard a strong signal last night at 2300z on 9945 kHz playing what sounded
like Chinese music. While strong, it had the rapid fading typical of far
east stations heard here in NY.

Any ideas on what station it was? Beijing?

I found a few that broadcast in that time frame.

Voice of Russia
Radio Norway International, home service relay.
Radio Danmark and it broadcasts from 2330 to 2335 from Norway. home service
relay.
Radio Vaanderen International from Belgium. Target Asia, Language English.

That's all I could find.
