Radio Australia schedule seems to be off an hour starting up on 21740 at
22:00 instead of 21:00, which is at variance with their current
published schedule.

This little blurb in the latest World of Radio... may explain the problem.
Check recent DXLD for possibly more on the story:

*Wind gusts caused shorting and fires at R. Australia Shepparton site;
two aerials off the air, but 21740 also missing here sometimes in the
2100-2400 period.
