Default Was it a ham radio or a cb radio?

Some black guy listened and intercepted my telephone conversations from
across the street using a cb radio type entity....was that legal or
illegal and how was it done?

If you were using a cordless phone, he was probably using a scanner to
listen to you.

I doubt it was a CB, most likely a scanner that gets to old cordless
phones frequencies.
Get a state of the art cordless phone.
How do you know he heard you?? And yes, it is illegal to do this but
the law does not stop anybody.
Just get a new phone, 2 GHz phone or the like.

It's illegal, but not much you can do about it except buy a new cordless
phone with digital encryption. All cordless phones sold today have this
feature regardless of price.

He wasn't using a cb. Probably some kind of scanner.

You know what? I still use a 50 mhz cordless phone, because the new phones
have all those stupid menues that aren't accessable for the blind. I have
been replacing the batteries on theese old phones for years.
