NO, it is NOT!!!
I have seen that beam personally, that is exactly what it looks like. Steve has been doing "semi-official" NYFD photos for many years. His reputation is perfect. He would never fake a photo. He has no need. His photos have appeared on the covers of many newspapers and magazines. AND He has a full time job that pays QUITE well.
