Military VHF-Low backpack radios......

30-76 (75.95!) MHz, FM, 2-4W output.
Radio, Battery Box, 2 LiSO2 batteries (1 to operate, other is spare),
Backpack harness, Long and Short Antennas, Handset.

72.0 to 76.0 MHz is allocated in the U.S. by the FCC for various radio
control links.
